William G. Fell, Jr. currently serves as the Interim Director of Athletics at the United States Merchant Marine Academy, which sponsors eighteen NCAA Division III sports teams.
A native of Rootstown, Ohio, Fell graduated from the United States Naval Academy in 1978 and was commissioned a Second Lieutenant in the United States Marine Corps. He then completed Basic School and Combat Engineer Officers School, and was the first recipient of the Cornwall Leadership Award. During Fell’s twenty year United States Marine Corps career he served in Okinawa, Japan; Pearl Harbor, Hawaii; Camp Lejeune, N.C.; Battle Creek, Mich.; and Barstow, Calif.
After twenty years of service, Fell left the United States Marine Corps in 1998 as a Lieutenant Colonel. His individual awards included the Legion of Merit Medal, three Navy and Marine Corps Commendation Medals and a Navy and Marine Corps Achievement Medal.
Upon leaving the Marine Corps, Fell worked as a volunteer athletic administer at Kent State University and then was employed by the Franklin County (Ohio) Commissioners as Assistant Director Facilities Management. In October 2000, he was hired by Grove City High School, Columbus, Ohio, where he taught science, health and physical education. In June 2004, Fell was appointed as the Assistant Athletic Director for Physical Fitness and Club Sports at the United States Merchant Marine Academy (USMMA). In November 2007, Fell was handpicked to fill the vacant Deputy Commandant of Midshipmen position and then was appointed as the Interim Commandant of Midshipmen in June 2008. In June 2009, Fell was selected as USMMA’s sixteenth Commandant of Midshipmen.
On March 28, 2011, Fell returned to the USMMA Athletic Department as Deputy Athletics Director and acted as the Chief Operating Officer of the athletic department. Fell was appointed as the Interim Director of Athletics on March 24, 2014.
Fell was a three-year member of the United States Naval Academy football team, selected to the 1984 USA Military/Combined Services Select Rugby Team and captained the 1986 United States Marine Corps Rugby Team. He also served as the USMMA football assistant coach 2005-2007, boxing head coach 2006-2008, women’s softball assistant coach 2008-2011 and as assistant coach for the 2008 Marine Corps Rugby Team.
Fell graduated from the United States Naval Academy in 1978 with a Bachelor's degree in Management and Engineering and earned a Master's degree in Educational Leadership from Troy State University in 1993. He also acquired a certificate in Sports Management from the National Association of Collegiate Directors of Athletics' (NACDA) Sports Management Institute. In October 2013, Fell was one of eleven senior level NCAA athletic administrators selected to participate in the 2014-2015 NCAA Pathways Program.
Fell and his wife Deborah have three children: Kimberly, Billy and Jeffrey.
